Amends Arizona Revised Statutes Section 35-121 to change the budget appropriations format from annual to biennial (two-year) budgeting.

Requires appropriations for state departments and institutions to cover two fiscal years instead of each individual fiscal year.

Mandates that biennial budget appropriations be itemized separately for each fiscal year within the two-year period.

Applies the biennial budget format requirement to all budget units across state government.
