Establishes licensure for certified recovery residences through the Department of Health Services that provide clinical and peer-led recovery services in addition to existing sober living home regulations.

Amends sober living home definitions to exclude health care institutions and certified recovery residences, and requires sober living homes to allow residents receiving medication-assisted treatment to continue that treatment.

Increases civil penalties for unlicensed facilities using "sober living" in their name from up to $1,000 to not more than $1,000 plus up to $300 per resident or bed, and makes each day of violation a separate violation.

Requires unlicensed businesses advertising drug or alcohol recovery services to disclose their unlicensed status in all advertisements and documents, with civil penalties for violations enforced by the department.

Removes references to certified sober living homes in referral requirements (Section 36-2065) and updates address confidentiality protections to allow disclosure only to property owners, local jurisdictions with administrative need, or law enforcement for legitimate purposes.
