Establishes an election security standards and practices committee comprised of the Secretary of State, county recorders, county election officers, city and town clerks, and technical experts.

Committee must create and disseminate required and recommended election security controls for jurisdictions, including controls for testing and verifying equipment.

Committee must develop a self-assessment questionnaire for jurisdictions to confirm compliance with established security standards.

Committee must improve and update security standards by January 1 of each odd-numbered year after allowing public comment, and submit an updated self-assessment questionnaire by February 1 of each odd-numbered year.

Each jurisdiction must submit a completed self-assessment questionnaire to the Secretary of State by February 1 of each even-numbered year.
