Changes staffing of the administrative rules oversight committee from the legislative council to the research directors of the senate and house of representatives, or their designees.

Replaces the phrase "No more than" with "not more than" in provisions governing political party representation among committee members (technical language change).

Maintains existing committee structure of 11 members: 5 House members appointed by the Speaker, 5 Senate members appointed by the President, and the Governor or their designee.

Preserves all other committee functions and procedures, including cochairperson designations and meeting requirements.
