Exempts hoophouses and polyhouses from municipal and county building permit requirements if they meet specified structural and safety standards.

Requires structures to lack permanent anchoring systems, be no wider than 31 feet, have unobstructed egress paths within 150 feet, and use covering material not exceeding 12 mils thick that meets fire protection standards (NFPA 701).

Prohibits storage of solvents, fertilizers, gases, chemicals, or flammable materials inside the structures.

Requires permits for electrical devices, mechanical systems, and backflow prevention devices connected to potable water systems within hoophouses or polyhouses.

Allows municipalities and counties to adopt ordinances regulating structure height above fence lines on residential lots less than one acre and to establish administrative review processes requiring documentation of construction materials and methods.
