Establishes the Prevention of Sexual Misconduct on Campus Task Force consisting of 17 members including clinical social workers, student advocates, legislators, university and community college representatives, researchers, and sexual assault survivors.

Requires the task force to develop and annually update a base survey on sexual misconduct that institutions must administer to all students, covering incident types, timing, locations, perpetrator categories, reporting decisions, and demographic information.

Mandates all Arizona universities under the Board of Regents and community colleges submit annual reports by November 1 detailing sexual misconduct allegations, disciplinary actions, investigation outcomes, and students who withdrew or transferred following reports.

Requires each institution to post its annual sexual misconduct report publicly on its website in an easily accessible manner compliant with state and federal privacy laws.

Defines sexual misconduct to include sexual violence, sexual harassment, stalking, domestic violence, and dating violence as defined by Title IX and federal law, while excluding constitutionally protected expressive activity.
