Removes requirement that early ballot instructions include warnings about unlawful ballot handling under section 16-1005, subsections H and I from sections 16-513 and 16-547.

Permits voters to give their voted early ballot to another person to deliver to a polling place, ballot drop box, election official, U.S. postal service, or other entity allowed by law to transmit mail.

Creates exemption to ballot collection prohibition for family members, household members, and caregivers of voters collecting unvoted early ballots.

Defines "caregiver," "collects," "family member," and "household member" for purposes of ballot collection restrictions.

Changes section references and language from "paragraph" to "section" in definitional provisions of section 16-1005.
