Voids contracts between municipalities and state political subdivisions or agencies that require development of infrastructure on state trust land outside municipal boundaries.

Infrastructure must fall out of state land trust for private developer benefit during or after the contract term for the void provision to apply.

Allows either party to prove contract voidness if nullification serves a significant and legitimate public purpose and is appropriate for furthering that purpose.

Establishes that ensuring highest and best use of state trust land for trust beneficiaries constitutes a significant and legitimate public purpose.

Establishes that correcting failures of conflict of interest laws, abuse of power, or misuse of public monies constitutes a significant and legitimate public purpose, with retroactive application to June 30, 2004.
