Amends Arizona Revised Statutes section 15-2404 regarding Arizona empowerment scholarship accounts (ESAs).

Prohibits qualified schools accepting ESA payments from being required to alter their creed, practices, admissions policies, or curriculum.

Establishes that qualified schools accepting ESA payments are not agents of state or federal government.

Caps tuition and related fee increases for qualified students to not exceed the percentage change in the consumer price index for the previous year.

Places burden on the state to establish that any law applied to qualified schools is necessary and does not impose undue burden.
