Adds a new offense to Arizona's misconduct involving weapons statute: instigating another person to commit an offense involving carrying a concealed deadly weapon without authorization or using/possessing a deadly weapon during the commission of a felony.

Defines "instigating" as encouraging or directing another person to commit a crime or engaging in an act likely to result in a crime.

Classifies misconduct involving weapons by instigation as a class 3 misdemeanor, the same penalty as carrying a concealed deadly weapon while under 21 years of age.

Applies the instigation provision only when the instigated person actually commits one of the specified weapons offenses listed in the statute.
