Establishes Arizona bicycling special plates contingent on a $32,000 implementation fee paid to the Department of Transportation by December 31, 2024, with design subject to department approval.

Creates the Arizona bicycling special plate fund consisting of $17 annual donations per special plate (with $8 going to state highway fund); first $32,000 collected reimburses the implementation fee payer, and up to 10% annually may be used for fund administration.

Directs annual fund allocations to a qualifying 501(c)(3) entity that has raised at least $101,000,000 for charities, existed for 38+ years, and holds the largest U.S. bicycling event on the Saturday before Thanksgiving with 6,000+ cyclists.

Amends sections 28-2351, 28-2403, 28-6501, 28-6991, and 28-6993 to incorporate the new bicycling plates into existing special plate provisions and fund structures.

Allows bicycling special plates to be combined with personalized plates at combined fees, subject to director approval.
