Establishes a zero-emission vehicle program within the Department of Environmental Quality to provide rebates to persons purchasing zero-emission vehicles (vehicles weighing 1,400+ pounds with zero exhaust emissions).

Creates a zero-emission vehicle fund to be administered by the department, funded through legislative appropriations, federal monies, private gifts and grants, and transfers from the waste tire fund (up to 9% of waste tire fund monies).

Requires the director to adopt rules specifying eligible vehicle designs, rebate procedures, annual caps by vehicle class, application timelines (60-day determination requirement), and reimbursement procedures for non-compliance.

Applicants must purchase a zero-emission vehicle, prove intent to use it primarily in Arizona, maintain ownership for 24 months, make no emissions-increasing modifications, and apply within 6 months of purchase.

Amends section 44-1305 to allocate up to 9% of waste tire fund monies annually to the new zero-emission vehicle fund.
