Establishes a rainwater harvesting grant program in the Department of Water Resources to assist persons in installing passive or active rainwater collection and retention systems on site.

Level 1 grants provide up to 50% reimbursement or maximum $500 for simple passive systems including surface features, soil amendments, equipment rental, permits, and licensed contractor labor.

Level 2 grants provide up to $2,000 for active/complex systems based on rain storage tank capacity: $0.25 per gallon for 50-799 gallon tanks and $1 per gallon for tanks of 800 gallons or more, covering tank, gutter, foundation, overflow and miscellaneous materials.

Excludes reimbursement for conveyance directing water off-site, overflow basins, gutters replacement, imported soil, gravel, pumps, irrigation systems, landscaping materials, unlicensed labor, tools, and used/reconditioned tanks unless approved.

Appropriates $1,000,000 from the state general fund for fiscal year 2024-2025 to fund and administer the program, exempt from lapsing appropriations provisions.
