Establishes the Arizona Community Colleges Promise Program Fund to provide financial assistance to eligible students, with funds distributed to community college districts (20% equally among all districts, 80% based on full-time equivalent student enrollment).

Eligible students must be Arizona residents, meet college admission standards, qualify for federal Pell grants, and maintain satisfactory academic progress and enrollment to receive awards that can be used for any cost of attendance, not just tuition.

Districts may use up to 10% of received monies for administrative expenses and student support services, and must establish scholarship priorities based on socioeconomic barriers, community engagement, and other district-determined factors.

Modifies the Spouses and Dependents of Law Enforcement Officers Tuition Scholarship Fund by extending it indefinitely (removing the June 30, 2025 repeal date) and clarifying that law enforcement officers include peace officers and correctional officers.

Provides temporary modifications for fiscal year 2024-2025: reduces required state matching funds for the financial aid trust fund surcharge and allows state aid for community college workforce programs and operating aid to be specified in the general appropriations act.
