Amends the extended foster care comprehensive service model fund established in 2023 to extend its repeal date from September 30, 2027 to June 30, 2025, with unexpended monies transferred to the state general fund.

Changes the homeless shelter and services fund repeal date from September 30, 2027 to June 30, 2025, with remaining monies transferred to the state general fund upon repeal.

Modifies reporting requirements for the homeless shelter and services fund to require a single report by December 31, 2024 instead of annual reports for fiscal years 2023-2024 through 2026-2027.

Establishes temporary drug testing requirements for TANF (Temporary Assistance for Needy Families) cash benefits recipients during fiscal year 2024-2025, making those who test positive for unprescribed controlled substances ineligible for one year.
