Adjusts fund allocation percentages for 27 self-supporting regulatory boards and agencies: initially increases state general fund deposits from 10% to 15% of collected revenues (effective immediately), then reverses to 90% deposits to agency funds and 10% to general fund effective June 30, 2028.

Affected agencies include the state board of technical registration, barbering and cosmetology board, medical board, nursing board, pharmacy board, dental board, and 21 other professional licensing boards.

Prohibits license fee increases by these 27 boards during fiscal years 2024-2025 and 2025-2026, except boards may request emergency fee increases from the governor's regulatory review council if they demonstrate insufficient funds for daily operations.

Maintains existing provisions requiring agency funds to comply with section 35-143.01 (statutory spending limits) and directing certain civil penalties and fees to the state general fund.
