Directs unrestricted federal monies received between July 1, 2024 and June 30, 2025 to be deposited in the state general fund for essential government services, with retroactive application from June 30, 2024.

Exempts fiscal years 2024-2025, 2025-2026, and 2026-2027 from the requirement to appropriate or transfer monies to or from the budget stabilization fund.

Removes the 10 percent cap on the budget stabilization fund for fiscal year 2024-2025 and prohibits the state treasurer from transferring surplus monies from the fund to the general fund during that period.
