Urges the President and Congress to reevaluate proposed federal restrictions on the chemical industry to ensure regulations are based on sound science and promote innovation.

Asserts the chemical industry contributes over $600 billion in economic impact, supports more than half a million jobs, and represents 25% of gross domestic product.

States that 13 proposed new restrictions could directly impact the chemical industry, ranging from outright bans on certain chemicals to regulations that may render manufacturing unviable.

Contends proposed restrictions contradict policy priorities of the Inflation Reduction Act, Infrastructure Investment and Jobs Act, and CHIPS and Science Act, and could negatively affect supply chains for semiconductors, electric vehicles, and health care applications.

Directs Arizona's Secretary of State to transmit copies of the memorial to the U.S. President, Congress leadership, relevant federal agencies, and all Arizona members of Congress.
