Urges U.S. Congress and the President to require the federal government provide acre-for-acre offsets when acquiring or reserving county or state land.

Offset must consist of either equal or greater size and value land returned to the applicable county or state, or comparable land plus in-lieu payments for any value difference.

Expresses concern that nearly 50% of Arizona's land is under federal management, restricting public access, economic development, and tax revenue generation for state services.

Contends federal land retention policy since 1976 violates historical practice of land disposal to states and has deprived Arizona of substantial tax revenues that would benefit public schools.

Directs Arizona Secretary of State to transmit the memorial to the President, Congress leadership, and all Arizona members of Congress.
