AZ HCM2006

Urges Congress to enact legislation prohibiting the federal government from establishing any new national monuments, national parks, wildlife refuges, conservation areas, or similar designations within Arizona without express authorization from Congress, the Arizona State Legislature, and all affected county boards of supervisors.

Requires a comprehensive economic impact study analyzing cumulative effects on national, state, and local economies from removal of land, water, or natural resources from economic production, including impacts to property, income, and sales tax revenues.

States that Arizona currently has 18 monument designations and that nearly 50% of Arizona's land is under federal management, with existing designations negatively impacting public recreation access, water resource development, wildlife management, and wildfire mitigation efforts.

Directs the Arizona Secretary of State to transmit the memorial to the President of the United States, President of the Senate, Speaker of the House, and each Member of Congress from Arizona.
