AZ HCM2008

Urges the United States Congress and President to repeal or amend the Antiquities Act of 1906, which allows the President to designate national monuments.

Calls for amendments to require that monument designations be limited to specific named landmarks, structures, and objects, and exclude entire landscapes, wildlife, and vegetation from federal protection.

Requests that Congress extend to all Western States the requirement for express congressional authorization before establishing, expanding, or extending national monuments or federal reservations—a protection currently offered only to Wyoming.

Demands that any new national monument or federal reservation in Arizona require express authorization from the Arizona State Legislature and approval from county boards of supervisors in all affected counties.

Directs the Arizona Secretary of State to transmit copies of the memorial to the President, Congress, and all Arizona congressional representatives.
