Public entities cannot enter contracts valued at $100,000 or more unless the contractor certifies it does not discriminate against firearm entities or firearm trade associations.

Public entities are prohibited from adopting procurement, investment, or other policies that induce or require discrimination against firearm entities or firearm trade associations.

Exceptions apply for sole source contracts and when no responsive bids are received from compliant companies.

"Discriminate" includes refusing to trade goods or services with firearm entities based solely on their status, but excludes actions taken to comply with federal, state, or local law or for traditional business reasons.

The statute automatically repeals on December 31, 2032, and is subject to voter approval via ballot proposition at the next general election.
