AZ HCR2014

Repeals sections 9-500.39 and 11-269.17 of Arizona Revised Statutes relating to vacation and short-term rental regulations.

Adds vacation rental and short-term rental regulation to the exemptions from property value diminution claims under section 12-1134, preventing property owners from suing the state for compensation if rental restrictions reduce property values.

Modifies section 42-2003 to remove provisions allowing counties, cities, and towns to redisclose confidential transaction privilege tax information about vacation and short-term rental operators to other local officials for enforcement purposes.

Amends section 42-5042 to require online lodging operators and owners of vacation rentals or short-term rentals not listed on online marketplaces to obtain and display transaction privilege tax license numbers, with civil penalties of $250 for first offense and $1,000 for subsequent offenses.

Directs the Secretary of State to submit this measure to voters at the next general election as a voter referendum.
