Proposes amendment to Arizona Constitution Article IX by adding Section 26 prohibiting state and local governments from imposing taxes or fees based on vehicle miles traveled by individuals.

Prohibits state and local governments from enacting rules or laws to monitor or limit vehicle miles traveled unless the affected person voluntarily consents to such monitoring or limitation.

Exempts interstate agreements established to administer payment or reporting of fuel taxes or registration fees for commercial vehicles operating in multiple states from these prohibitions.

Requires approval by Arizona voters at the next general election before the amendment becomes effective upon gubernatorial proclamation.
