AZ HCR2020

Proposes an amendment to Article VII, Section 2 of the Arizona Constitution to establish voting as a fundamental right.

Changes voting language from "no person shall be entitled to vote" to "every person is entitled to vote" and modernizes grammatical language throughout the section.

Adds new constitutional language stating that any law or regulation burdening the right to vote must be narrowly tailored to further a compelling governmental interest, providing protection beyond the Fourteenth Amendment's equal protection clause.

Clarifies that persons adjudicated as incapacitated persons shall not be qualified to vote, while removing the permanent voting disqualification for those convicted of felonies (restoration of civil rights becomes the standard rather than automatic disqualification).

Requires the Secretary of State to submit this proposition to voters at the next general election if approved by the legislature.
