Enacts a constitutional amendment establishing a fundamental right to jury trial in administrative proceedings, subject to voter approval.

Allows persons to remove administrative proceedings to superior court or justice court (for claims under $10,000) to exercise their right to jury trial.

Defines "administrative proceeding" as government-initiated actions against a person where the amount in controversy exceeds $20 or significant liberty is at stake, excluding cases already before courts.

Grants sworn peace officers the right to jury trial in disciplinary proceedings that could result in suspension longer than one month or termination.

Requires the Secretary of State to submit the proposition to voters at the next general election.
