Divides Maricopa County into three counties: Maricopa, Mesquite, and Saguaro, with specific geographic boundaries defined by roads, rivers, and survey lines.

Establishes a three-year transition period during which the current Maricopa County Board of Supervisors retains authority until new boards are elected within 120 days and sworn in by June 15, 2025.

Creates an intercounty oversight and accountability board composed of the three counties' board chairpersons to make shared decisions and enter intergovernmental agreements during the transition period.

Requires Mesquite and Saguaro counties to hold special elections within 120 days of board elections to determine county seats through a municipal application process.

Mandates intergovernmental agreements for shared services, special districts, community colleges, and capital assets, with a ten-year minimum for community college operations.

Submits the proposition to voters at the next general election for approval under the Arizona Constitution.
