AZ HCR2028

Enacts a new section 16-550.01 of Arizona Revised Statutes establishing detailed procedures for signature verification on early ballots and ballot affidavits.

Requires evaluators to first examine "broad characteristics" of signatures (writing type, speed, spacing, size, position, spelling) and may accept the signature if clearly consistent with the voter's registration record signature.

Mandates a second review by another evaluator if discrepancies are found in broad characteristics or a combination of broad and local characteristic differences exists between the affidavit signature and registration record signature.

Exempts ballot affidavits containing a voter's mark accompanied by a voter assistant's signature from the signature verification process and permits electronic signatures to be evaluated under the same standards.

Directs the Secretary of State to submit this measure to voters at the next general election for approval as a referendum measure.
