AZ HCR2035

Prohibits the director from issuing nonprofit medical marijuana dispensary registration certificates or certifying independent third-party laboratories in unincorporated territory completely surrounded by Indian reservations.

Prohibits the director from issuing marijuana establishment licenses or marijuana testing facility licenses in unincorporated territory completely surrounded by Indian reservations.

Amends Arizona Revised Statutes Title 36, chapters 28.1 and 28.2 to add these location-based restrictions.

Requires submission to voters at the next general election per Arizona Constitution Article IV, Part 1, Section 1.
