Defines "threat" as anything designed to disturb, violate, or cause harm to constitutional rights or public safety, health, or general welfare.

Clarifies that nothing in this section supports an alien's claim for asylum under federal law.

Requires the Secretary of State to submit this measure to voters at the next general election for approval.
