AZ HCR2039

Proposes a constitutional amendment to Article IV, Part 2, Section 20 of the Arizona Constitution requiring the general appropriation bill to include balanced revenue and expenditure estimates for the budget fiscal year and the following two fiscal years.

Defines "balanced" as the unreserved general fund beginning balance plus general fund revenue estimate being equal to or greater than the general fund expenditure estimate for each fiscal year.

Requires the legislature to publish revised estimates of general fund revenues and expenditures on the second Friday of October and December each year and transmit copies to the governor and treasurer.

Allows the legislature to petition the governor for a special session if revised estimates indicate general fund expenditures will exceed revenues by at least two percent, with the session limited to resolving the budget deficit.

Directs the legislature to enact laws and adopt rules to implement the amendment and requires submission of the proposition to voters at the next general election.
