Proposes to amend Arizona Constitution Article IX, Section 21 to change the base fiscal year for calculating school district expenditure limitations from 1979-1980 to 2023-2024.

Modifies the aggregate expenditure limitation calculation for all school districts by adjusting the 2023-2024 baseline to reflect changes in student population and cost of living, then multiplying the result by 1.10.

Updates the student population definition for school districts to use a weighted student count determined by law, rather than the prior definition.

Changes the base fiscal year for community college district expenditure limitation adjustments from 1979-1980 to 2023-2024.

Requires submission of the proposed constitutional amendment to Arizona voters at the next general election.
