Proposes a concurrent resolution to submit a measure to voters regarding teacher salary increases funded by increased distributions from the state land trust permanent fund.

Requires school districts and charter schools to increase base salaries of eligible teachers by a per-teacher amount calculated by the joint legislative budget committee, with the same increase amount for all eligible teachers regardless of experience level.

Establishes a teacher pay fund consisting of legislative appropriations and permanent state school fund distributions, with the Department of Education allocating funds to eligible schools based on the number of eligible teachers employed.

Defines "eligible teachers" as persons employed full-time in instructional roles who devote at least 75% of work time to nonadministrative student instruction (or 50% for special education teachers), excluding administrators and those in the two lowest performance classifications.

Requires school districts and charter schools to report teacher salary information including average salaries, increases, and the number of eligible teachers to the Department of Education by November 30 each year for statewide reporting to the legislature.
