Proposes amendment to Arizona Constitution Article IV, Part 1, Section 1 to allow legal challenges to initiative measures and constitutional amendments before they appear on the ballot.

Permits any person to bring a superior court action contesting constitutionality of a measure or amendment on grounds it violates the U.S. Constitution or Arizona Constitution, provided the action is filed at least 100 days before the election.

Requires courts to hear and decide cases immediately, and directs the Secretary of State not to certify or print a measure on the official ballot if a court finds it unconstitutional.

Allows any party to appeal a superior court judgment to the Arizona Supreme Court within five calendar days.

Submits the proposed amendment to Arizona voters at the next general election.
