Proposes constitutional amendment to prohibit death penalty in Arizona by adding Article II, Section 38 stating "No person shall be sentenced to death in this state."

Removes references to "capital offenses" from Article II, Section 22 (bailable offenses), eliminating the exception that capital offense defendants are not bailable.

Amends Article II, Section 23 to remove language authorizing juries in cases where "death or imprisonment for thirty years or more is authorized," limiting jury requirements to cases with imprisonment of 30+ years only.

Repeals Article XXII, Section 22 of the Arizona Constitution, which currently governs judgment of death proceedings.

Requires submission of the proposed amendment to Arizona voters at the next general election for approval.
