Prohibits government entities in Arizona from using money or in-kind goods/services from foreign governments or foreign nongovernmental sources for election administration.

Requires persons and vendors providing services for election administration to certify annually under penalty of perjury that they have not knowingly received donations from foreign sources, with updates required within five business days of discovering new information.

Establishes Secretary of State authority to maintain certifications, post them publicly, and require quarterly reports from government entities listing service providers, with non-compliance consequences including contract invalidation.

Allows the Attorney General to pursue civil actions for knowing violations with damages of at least $5,000 per violation, and permits qualified electors and state officers to sue for injunctive relief and $1,000 per day in damages until compliance.

Prohibits foreign governments and foreign nongovernmental sources from contributing money or in-kind goods/services to influence ballot measure elections, requiring campaign finance filers to certify compliance under penalty of perjury.
