AZ HCR2058

Amends Arizona Constitution Article IV, Part 2, Section 1 to require the independent redistricting commission to use citizen population data (rather than total population) when creating legislative districts, starting with a new state census in years ending in zero.

Establishes that the independent redistricting commission or a legislature-designated body shall conduct a decennial census by December 31 of years ending in zero to count United States citizens residing in Arizona and determine citizen population of each legislative district.

Changes the mapping process for legislative districts to begin with creation of districts of equal citizen population in a grid-like pattern, rather than equal total population, while keeping congressional districts based on equal total population.

Permits the independent redistricting commission to use census data consistent with U.S. Census Bureau procedures or use the most current federal census data if the state census is not completed by December 31 of years ending in zero.

Submits the proposed amendment to voters at the next general election for approval.
