AZ HCR2059

Establishes the Arizona State Guard as an armed force under the Governor's command to protect lives, liberty, and property of Arizona citizens.

Authorizes the Arizona State Guard to enforce state criminal laws and federal immigration law (8 U.S.C. §§ 1324-1326) within a "jurisdictional zone" defined as areas within 50 miles of an international border, 5 miles of Indian reservation borders abutting international borders, or 5 miles of other state borders.

Grants members authority to arrest or detain persons suspected of violating state criminal laws or federal immigration laws within the jurisdictional zone, and to return detained persons to the border at lawful points of entry if the Governor declares an invasion.

Requires Arizona State Guard members to meet law enforcement qualifications under section 41-1822, comply with Arizona peace officer standards and training board rules, and take an oath to support Arizona's Constitution and laws.

Makes the measure subject to voter approval at the next general election per Arizona Constitution Article IV, Part 1, Section 1.
