Proposes a ballot measure titled the "Secure the Border Act" to be submitted to Arizona voters at the next general election relating to responses to an unsecured border.

Creates new crime of illegal entry into Arizona (class 1 misdemeanor, class 6 felony if repeat offender) for aliens entering from a foreign nation outside lawful ports of entry, with affirmative defenses for those with lawful presence or asylum.

Establishes crime of sale of lethal fentanyl (class 2 felony with mandatory 5-year sentence enhancement) when a person knowingly sells fentanyl that causes another person's death.

Requires state agencies and political subdivisions to use the E-Verify program to verify employment eligibility and document validity for benefit applicants who are not U.S. citizens or nationals.

Makes it a class 6 felony for non-lawfully present persons to knowingly submit false documents to obtain public benefits or to evade E-Verify detection for employment.
