Proposes amendment to Article V, Section 12 of Arizona Constitution to clarify that legislative salaries shall be established by law, removing them from the commission-based salary adjustment process.

Removes the requirement that legislative salary recommendations be submitted to voters at general elections, eliminating the voter approval process for legislator pay increases.

Establishes that the Commission on Salaries for Elective State Officers shall make recommendations only for elective state offices other than the state legislature.

Maintains existing procedure for non-legislative officer salaries to be recommended by the commission and implemented by the governor without further legislative action unless disapproved by either house.

Directs the Secretary of State to submit this constitutional amendment to voters at the next general election for approval.
