Requests Congress to return the statue of Father Eusebio Kino from the National Statuary Hall and accept a statue of Justice Sandra Day O'Connor in its place.

Directs the Arizona Historical Advisory Commission in collaboration with the Sandra Day O'Connor Institute to organize fundraising, select a sculptor, and create a statue of Justice O'Connor for placement in Statuary Hall.

Requires all costs for creating the statue, transporting it to Washington, D.C., and related expenses be funded through private donations rather than state appropriations.

Directs the Secretary of State to transmit copies of the resolution to the President of the United States Senate, Speaker of the House, Arizona's Congressional delegation, members of the Joint Committee on the Library of Congress, and leadership of the Sandra Day O'Connor Institute.
