Amends Arizona Revised Statutes section 13-3415 to remove references to "test" and "analyze" from the definition of unlawful uses of drug paraphernalia in subsections A and B.

Removes "testing equipment" from the definition of drug paraphernalia, except for narcotic drug testing products specifically designed to detect fentanyl or fentanyl analogs.

Eliminates "testing" and "analyzing" from the statutory definition of drug paraphernalia in subsection F(2).

Maintains all other criminal penalties for possession, manufacture, delivery, and advertisement of drug paraphernalia as class 6 felonies.

Preserves civil forfeiture provisions and the list of factors courts must consider when determining whether an object constitutes drug paraphernalia.
