Prohibits local authorities and state agencies from using photo enforcement systems to identify violators of speeding, traffic control device violations, or related city/town ordinances.

Removes the definition of "photo enforcement system" from section 28-601 (general traffic definitions) and instead defines it specifically in section 28-1201 as a device using radar or sensors linked to cameras to record vehicle license plates.

Repeals sections 28-1202 through 28-1206 and section 28-1602 of Arizona Revised Statutes, which previously governed photo enforcement system procedures and requirements.

Removes provisions allowing unarmed police aides, private contractors, and traffic investigators to serve process for citations issued through photo enforcement systems.

States legislative intent to keep law enforcement in the hands of trained peace officers and protect citizens from revenue-generating enforcement by private, for-profit entities.
