Prohibits county recorders from using signatures on non-official early ballot request forms or voter registration amendment forms as the sole exemplar for future signature comparisons.

Restricts distribution of early ballot request forms and active early voting list request forms to only political parties, county recorders, or election officials (removes candidates and political committees/organizations from those authorized to distribute).

Requires early ballot request forms and active early voting list request forms distributed by political parties to be submitted to election officials within six business days of receipt or eleven days before election day, whichever is earlier.

Establishes civil penalties of up to three times production and distribution costs for using incorrect return addresses on early ballot and active early voting list request forms, and up to $25 per day for late submission.

Exempts special taxing districts formed under title 48 for agricultural land or crop protection from the restrictions on who may distribute ballot request forms and submission deadline requirements.
