Prohibits the state, cities, towns, counties, and political subdivisions from establishing vehicle miles of travel reduction goals or targets in transportation or land use planning and project selection.

Prohibits tracking or recording a person's vehicle miles traveled through traffic cameras, license plate capture, third-party data, odometer readings, or any other means.

Prohibits the state and local governments from imposing or collecting any mileage fees, per-mile charges, or taxes based on vehicle miles traveled by individuals.
