Requires municipalities to conduct an independent study on the impact to emergency vehicle response times if the general plan includes any reduction in level of service of arterial streets, including reduced speed or capacity.

Removes the requirement for a bicycling element as a mandatory component of general plans for certain cities.

Renumbers energy and neighborhood preservation elements in general plan requirements.
