Amends Arizona Revised Statutes sections 28-501 and 28-505 to add "Mobility" and "Integration with other modes" as separate transportation system performance factors.

Establishes specific performance factor weights for highway projects: congestion reduction (40%), increase in mobility (40%), and safety improvements/fatalities reduction (20%).

Establishes performance factor weights for transit projects: ridership on each route must not be lower than 70% of system average, or 50% if contracted to a private operator.

Requires the division to develop quantitative methods to measure each performance factor using available data and to consider new technologies and innovations in performance delivery.

Prohibits the division from adopting motor vehicle travel mile reduction targets or demand management policies, and bars applying performance factors in ways that provide differential treatment based on race, color, or ethnicity.
