Clarifies that associations cannot prohibit flagpole installation on member property, though they may adopt reasonable rules regarding placement and manner of display.

Makes technical corrections to flag display provisions, including defining "Betsy Ross flag" as a historic U.S. flag with thirteen stripes and thirteen stars arranged in a circle.
