Adds "spina bifida" to the list of conditions that qualify a person for developmental disability services under Arizona law.

Defines spina bifida as a neural tube defect occurring when the neural tube fails to develop or close properly before birth, with severity depending on the size of the spinal opening and its location on the spine.

Amends section 36-551 of the Arizona Revised Statutes by adding the definition of spina bifida and renumbering subsequent definitions accordingly.
