SB 1036 - Social Work Licensure Compact

• Establishes the Social Work Licensure Compact allowing licensed social workers to practice across member states under a multistate license issued by their home state.

• Permits clinical, master's, and bachelor's level social workers who meet educational and examination requirements to obtain multistate authorization to practice in all compact member states.

• Creates the Social Work Licensure Compact Commission composed of delegates from member states to oversee the system, establish rules, maintain a data system for tracking licensees and adverse actions, and ensure public protection.

• Requires member states to participate in the commission's data system, report adverse actions and investigations, conduct criminal background checks on applicants, and recognize multistate licenses while maintaining authority to take adverse action against licensees practicing in their state.

• Allows active military members and their spouses to retain their home state designation during active duty, and permits states to withdraw from the compact with 180 days' notice while continuing to recognize existing multistate licenses.
